You cannot extract or use part07.rar by itself. You must have all other parts (part01, part02, etc.) in the same folder.
After extraction, you will typically find an .iso file or a Setup.exe . Run the installer to install the game. ICARUS.v1.2.40.107990-TENOKE.part07.rar
